内容記述 | This study aims to examine a historical trend of conflicts between patronage- and merit-based systems within the public administration in the contexts of the United States, Brazil, and Argentina from a comparative perspective. In the nineteenth century, the United States introduced an official civil service recruitment system based on formal examinations, which yielded a certain degree of reduction in patronage. In contrast, Brazil and Argentina frequently endeavored to implement merit-based civil service systems but faced resistance from proponents of patronage, which prevented the establishment of the merit-based systems. Both countries followed a different trajectory from that of the United States due to their unique circumstances compared with their western counterpart. In the realm of political dynamics in Latin America, the patronage-based system was, indeed, a contributing factor to corruption and the recruitment of incompetent individuals but simultaneously functioned as a political resource. Scholars expect that the significance and influence of merit-based systems will continue to increase. Nevertheless, both systems will likely work in tandem to enhance the professionalism of public servants and gradually advance the public administration system while maintaining a delicate balance. | |||||||||
